Deletes an item at a specified index from the collection.

The index of the item to remove from the collection.

Remarks
In implementing the RemoveAt method, you should set the Dirty property to true
to indicate values in the ISessionStateItemCollection implementation have been modified.
Your implementation of the RemoveAt method should throw an ArgumentOutOfRangeException exception if index
is less than zero or is equal to or greater than ICollection.Count.
