When overridden in a derived class, returns the HttpWebRequest used to make HTTP/GET metadata requests.

The GetWebRequest method is called:
When there is an attempt to resolve a System.ServiceModel.Description.MetadataLocation.
When MetadataExchangeClientMode.HttpGet is used.
