This event MUST be generated with the following argument:
iQueue: A reference to an OutgoingQueue (section 3.1.1.3) ADM element instance that is to be resumed.
Return Value:
None.
The queue manager MUST perform the following actions to process this event:
Set iQueue.State = Inactive.
