2.2.13.3 Message Body

If the notification type is NOTIFICATION_BY_VALUE (section 3.2.1.1) and if the BITS-Static-Response-URL header field is not present, the response entity MUST be sent as the body of this message. If any other notification type is present or if the BITS-Static-Response-URL header field is present, this message MUST NOT contain a message body.
