Determines whether the Xml control needs to get its inner text.

The NeedsTagInnerText() method is overridden to always return true.
Remarks
The NeedsTagInnerText method of the XmlBuilder class overrides the NeedsTagInnerText method of the ControlBuilder class to always return true.
The inner text is the text between the opening and closing tags of the control.
