Occurs when an asynchronous resource-read operation is completed.

The OpenReadAsync methods retrieve the specified resource as a readable stream. The resource is downloaded asynchronously. When the download is completed, the event is raised. The stream is available in the Result property of the OpenReadCompletedEventArgs.
If the AllowReadStreamBuffering property is true, then the event is raised once the entire response stream has been received and buffered into memory. Otherwise, the event is raised as soon as the response stream is available for reading even if all data has not yet arrived. These operations are started by calling one of the OpenReadAsync methods.
