NonDualMessageSecurityOverRelayHttp is used primarily by WSHttpRelaySecurity to define message-level security properties, which is turn one of the security settings on a WSHttpRelayBinding.

Any public static (Shared in Visual Basic) members of this type are thread safe. Any instance members are not guaranteed to be thread safe.
