Starts scrolling the marquee.

This method has no parameters.
Return value
Type: HRESULT
If this method succeeds, it returns S_OK. Otherwise, it returns an HRESULT error code.

Remarks
Invoking the IHTMLMarqueeElement::start method does not fire the HTMLMarqueeElementEvents::onstart event handler.
