IGD Data Transmission Test for ECN streaming

This test covers the following areas that are not currently under test for the IGD program: ECN tests with data. The standard ECN test would just test that a connection can be established. With ECN enabled, the device is tested by sending and retrieving data. This provides more robust proof that the device functions properly with ECN bit set in the TCP header.
