Note Starting with Windows 10, version 1703, this setting can no longer be used in provisioning packages. SkipUserOOBE specifies whether to skip the Welcome Center pop-up window.

In Windows 7, it has been replaced by the Getting Started application, which is available in the Start menu. In Windows 8, it has been replaced by the Start menu.
