This functionality is available only to mobile operator apps and UWP apps given privileged access by mobile network operators.

GetCellsInfoAsync()	Retrieves a MobileBroadbandCellsInfo object that contains all serving and neighboring cell information when device is registered to a network. Note This functionality is available only to mobile operator apps and UWP apps given privileged access by mobile network operators. GetVoiceCallSupportAsync()	Asynchronously retrieves a value indicating whether this network currently supports voice calls.
ShowConnectionUI()	Displays the connect UI for a specific mobile network.
