Initializes a new instance of the JustInTimeActivationAttribute class, optionally allowing the disabling of just-in-time (JIT) activation by passing false as the parameter.

JIT activation is required and val cannot be set to false if the TransactionOption value for the transaction is Supported, Required, or RequiresNew.
