The ManipulationStartingEventArgs enable you to specify the behavior of a manipulation. Use the ManipulationStartingEventArgs to do the following:
Specify that the position should be relative to an element by setting the ManipulationContainer property.
Specify whether single-finger manipulation are enabled by setting the ManipulationStartingEventArgs::IsSingleTouchEnabled property.
Specify which types of manipulation are enabled by setting the ManipulationStartingEventArgs::Mode property to a ManipulationModes enumeration.
Specify the center of a single-finger rotation by setting the ManipulationStartingEventArgs::Pivot property.
Cancel the manipulation by setting the ManipulationStartingEventArgs::Cancel property to true.
