Creates an enhanced data tip object.

dwStyle: UInt32

[in] Reserved.

ppDataTip: IVsEnhancedDataTip

[out] Pointer to the new IVsEnhancedDataTip interface.

If the method succeeds, it returns S_OK. If it fails, it returns an error code.
