IApplicationLifetimeAware.Started Method

Silverlight

Called by an application immediately after the Application.Startup event occurs.

void Started()

This method enables your service to access any resources that an application initializes in its Startup event handler, such as the RootVisual property. This method can also access any resources initialized by other services in their IApplicationService.StartService methods, regardless of the service registration sequence.
