Parameters

finalRect
Type: System.Windows.Rect

The final area within the parent that this element should use to arrange itself and its children.

This method is sealed. In order to override the logic in your custom element specifically for the arrange pass of element layout, your FrameworkElement derived class must override ArrangeOverride.
