Type: System.Collections::IList
An IList that represents the set of known capabilities used by the Web Parts control set.

Currently, this method returns a list containing two capabilities: EnterSharedScopeUserCapability and ModifyStateUserCapability. These are the default capabilities that can be defined in the authorization Element for personalization for webParts (ASP.NET Settings Schema) element within the personalization Element for webParts (ASP.NET Settings Schema) element of the webParts Element (ASP.NET Settings Schema) configuration section. If you choose to implement a custom personalization infrastructure, you can override this method and define your own set of authorization-related user capabilities.
