The DeclarativeCatalogPart constructor is a default; no constructor is declared in the DeclarativeCatalogPart class and hence no special tasks are carried out when a new instance of the class is created. The .NET Framework uses the constructor internally to create an instance of the class.
It is possible, but unlikely, that you will need to use the DeclarativeCatalogPart constructor programmatically in your own code. The intended use of the control is for page developers to add it to a page declaratively at design time.
