Writes any tab spacing and the opening tag of the specified markup element to the output stream.

If there is a pending break, SuppressNewLine is false, and the provided tag is not a block element (such as <p>, <div>, <ol>, or <table>), which automatically break before and after the element, the WritePendingBreak method is called before writing the beginning tag.
This method is used primarily by developers of custom mobile page and control adapters.
