This method writes the opening <span> element if the following conditions are met:

The Device does not require suppression of cascading style sheet styles.

The CssLocation property represents a physical file.

The class attribute value for the current control is different than the class attribute value for the previous control.
This method is primarily used by the .NET Framework internally.
