Converts a sequence of encoded bytes into a set of characters.

|Convert||Overloaded. Converts an encoded byte sequence to a string or array of characters.|

|ReferenceEquals||Determines whether the specified Object instances are the same instance. (inherited from Object)|
|Reset||When overridden in a derived class, sets the decoder back to its initial state.|
