Creates a new instance of the SayAs class.

The properties of the SayAs class are used to get or set the values for the attributes of the say-as element in SSML markup. The SayAs property uses a SayAs instance to inform the SpeechSynthesizer how to speak the text contained in the TextToSpeak property of a TextFragment.
