Activity in this context is defined as completed sends or messages being queued for receive.
If a channel has received a CloseSession message from the remote endpoint, the channel is in a half-closed state in which it can still send messages. As a consequence, if Send calls are the only remaining activity, the channel faults when an interval of time passes after the last Send call.
