Binds to the type descriptions contained within a type library.

The name to bind.
- lHashVal
- Int32
A hash value for szName determined by LHashValOfNameSys.
- ppTInfo
- UCOMITypeInfo
On successful return, a reference to an ITypeInfo of the type to which szName was bound.
- ppTComp
- UCOMITypeComp
On successful return, a reference to an ITypeComp variable.
