ChangeMonitor.InitializationComplete Method ()
Called from the constructor of derived classes to indicate that initialization is finished.

If a dependency changes before initialization is complete in a derived class, the constructor of the derived class must invoke the OnChanged method.
When the OnChanged method is invoked, the HasChanged property is automatically set to true by the change monitor. As a result, when the change monitor's constructor calls the method, the base class will automatically call the Dispose method. If initialization is complete, the OnChanged method automatically disposes the derived change-monitor instance.
