SourceDocumentLineStateNone.skipPropagateStatusToChildren Method [AX 2012]

This method is introduced for performance reason. If it is known in advance that the current state does not have any children states, then the propagateStatusToChildren method should be skipped.

If a subclass of SourceDocumentLineStateNone class introduces children creation during transition of maintenance. This method needs to be overridden on the subclass to ensure the correctness.
