For the on account type, it includes the project WIP-invoiced and invoiced revenue. In the actual transaction, on account transactions are detailed to these types: prepayment, deduction, progress billing, beginning balance, and milestone; in the budget transaction, e310, e320, e330, e340, and e350 all return the same amount, without becoming the on account type.

This method can be used to determine either the actual amount or the budgeted amount. It also caches this value and does not recalculate it if a value is in the cache.
