PmfReleaseUpdateDB60_Pds.updatePdsMRCReportingList Method [AX 2012]

Upgrade script for PdsMRCReportingList, PdsMRCRegulatedCountry, PdsMRCReportingCountry.

Retires all Countries/Regions functionality, updates all existing lists to reported lists, creates new regulated records and respective groupings per country/region (in PdsMRCReportingList) to match the reporting records.
