a.   The standard does not state that the behavior of the sx and sy attributes depends on the parent container of the effectLst element that contains the outerShdw element.

If the parent element of the effectLst element that contains the outerShdw is an spPr element, the shadow will only be rendered if the sx and sy attribute values are 100%. To use any other value, the effectLst must be contained within a grpSpPr element.
