For RDP 5.1 to function, keyboard drivers must support PFN_KEYBD_DRIVER_MAP_VIRTUAL_KEY and MapVirtualKey. PFN_KEYBD_DRIVER_MAP_VIRTUAL_KEY is called by MapVirtualKey and implements the MapVirtualKey functionality. MapVirtualKey translates, or maps, a virtual-key code into a scan code or character value, or translates a scan code into a virtual-key code.
