Gets a Boolean value that indicates whether journal paper is low.

If true, the journal paper is low. If false, journal paper is not low.

If CapJrnNearEndSensor is false, the value of JrnNearEnd is always false.

JrnNearEnd is set and kept current by the service object while the device is enabled.
