Meaning

VARIANT_TRUE

Rows modified (updated or deleted) by a consumer or process other than a consumer of the rowset are visible. For example, suppose this other process or consumer updates the data underlying a row or deletes the row. If the row is released completely, any consumer of the rowset will see that change the next time it fetches the row. This includes updates and deletes made by others in the same transaction as well as updates and deletes made by others outside the transaction.

NoteNote
The transaction isolation level does not affect the visibility of rows inserted by others in the same transaction, such as other rowsets in the same session. However, it does restrict the visibility of rows inserted by others outside the transaction.

VARIANT_FALSE

Changes to the rowset (updates and deletes) made by other consumers of the rowset are not visible unless the command is reexecuted.
