The and values can apply to either a worker process (to indicate what stage of throttling it is in) or to a type of HTTP request (to indicate in which stage requests of that type are throttled).
The value applies only to a worker process and it indicates that the process is healthy and no throttling is occurring.
The value applies only to a type of HTTP request and it indicates that requests of that type are exempt from throttling no matter how busy the worker process is.
