Gets or sets a value that indicates whether the FormRegionCustomAction is enabled for the form region.

true if the FormRegionCustomAction is enabled; otherwise, false. The default is true.
Remarks
If you set Enabled to false, the custom action will not appear in the Custom Actions group of the Ribbon when you open the item that displays the form region in Outlook.
