The array of IDs for the system users (users) who are listed in the To box of an email notification.

Each element in the ToRecipients array corresponds to the SystemUser.SystemUserId attribute, which is the primary key for the SystemUser entity.

Each ID the ToRecipients array must be for a user who has a valid email address. This property is required if the property is set to true; otherwise, it is optional. If the SendEmailNotification property is set to true, an email notification is sent to all users who have the IDs that are specified in this property.
