The new current time, in seconds, relative to the start time for the current SVG document fragment.
If this method succeeds, it returns S_OK. Otherwise, it returns an HRESULT error code.

If you call the ISVGSVGElement::setCurrentTime method before the document timeline has begun (for example, by a script that is running in a script element before the SVGLoad event for the document is dispatched), the value of seconds during the last call to ISVGSVGElement::setCurrentTime is the current time.
