3.5.1.4 Higher-Layer Triggered Events

The SIP registrar SHOULD send a NOTIFY to the UAC if it changes the state of the Presence-Service-Available field described in section 3.1.2.1 from "true" to "false". If the registrar notifies an endpoint and a NOTIFY is sent, it MUST construct the NOTIFY request as specified in the following subsection.
