2.1.26 [HTML] Section 13.3.1, Rules for rendering objects

V0044:

The specification states:

If the user agent is not able to render the object for whatever reason (configured 
not to, lack of resources, wrong architecture, etc.), it must try to render its 
contents.

Quirks Mode and IE7 Mode (All Versions)

The content of the OBJECT element renders in a new frame as the frame attempts to navigate to the resource. If the resource fails to resolve, no further fallback will occur.

V0045:

The specification states:

If a user agent cannot render the outermost OBJECT, it tries to render the 
contents, which may be another OBJECT element, etc.
