GTC Verify GetIdleTime Test (Windows Embedded CE 6.0)

The GetTickCount (GTC) Verify GetIdleTime Test verifies the implementation of the GetIdleTime function.
The GetIdleTime test cases must be run on an image built with minimum possible SYSGENs, which include the following:
- SYSGEN_CORESTRA
- SYSGEN_DEVICE
- SYSGEN_FMTMSG
- SYSGEN_LOCUSA
- SYSGEN_SHELL
- SYSGEN_STDIOA
