Provisioning in the broadest sense is the process of providing users with access to data and technology resources. The term is typically used in reference to Enterprise level resource management and can be thought of as an IT department or system administrator for a large network, where users are given access to certain resources, data repositories and so forth as well as begin given authorization to systems, applications, databases and other network resources based on their unique identity in the system.

In the telecommunications industry, it refers to the configuration of both hardware and software in order to deliver service to a user or customer. Provisioning, because of its security abilities, assists in the monitoring and protection of those used resources, giving both provider and user not only security but privacy.

There are five general areas of provisioning. These areas or steps are server, service, user, mobile subscriber and mobile content. Server and service provisioning deal with configuration and customization processes, while user provisioning is concentrated on user objects, from the creation process of those user objects to maintenance and finally to deactivation. Mobile subscriber and mobile content provisioning refer to services for cell phones, including new service setup, instant messaging (IM), chat and email with mobile subscriber provisioning and Internet capabilities with mobile subscriber provisioning.

All these abilities, features or access/authentication rights are delivered via provisioning.

In Windows Embedded CE, the meaning of provisioning is more limited in scope. There is no "mobile subscriber" or "mobile content" in this context. For the sample source example, IP Phone Suite, and other phone applications, as well as for the Real-Time Communications (RTC) Client API, provisioning simply refers to the setup or configuration of the SIP account, the services offered and the "dial plan" implemented.
