To generate an X-MS-Has-Attach header, clients MUST add at least one Attachment object to the attachments table of the Message object.

When the Message object's attachments table contains at least one Attachment object, MIME writers SHOULD generate an X-MS-Has-Attach header with a value of "Yes". MIME writers MAY<49> emit this header with no output. MIME writers MAY<50> omit this header if it was not included in the original message. When the Message object's attachments table is empty, MIME writers generate an X-MS-Has-Attach header with no value.
