The User Configuration Web Service Protocol is a stateless protocol. The server maintains the user configuration object data.

The client is not required to maintain the state of the user configuration objects on the server and can retrieve the current set of configuration objects at any time. If more than one client accesses user configuration objects at the same time, there is no requirement that the server lock the existing set of permissions for changes.
