3.9.6.1 ConnectionEstablishment Timer Event

The ConnectionEstablishment Event fires when the ConnectionEstablishment timer for a given SOCKs connection expires before the connection can be established. If this timer expires before the SOCKs connection enters the ‘Established’ state, the TCP connection for the SOCKs connection SHOULD be closed by the client.
