3.2.5.4 RelayQuiescent

The RelayQuiescent message sets the server's state to active or inactive state. Before building/rebuilding the server's user database, the client MUST set the server to the inactive state. After completing the building/rebuilding, the client MUST set the server to the active state. See section 3.3.5.4 for details.

If the server is in the active state, the server MUST provide relay services to users. If the server is in the inactive state, the server MUST NOT provide services to users.
