The vendor-extensible fields comply with section 4.1 of [RFC2661], which
specifies how vendor-specific AV
pairs are passed. The vendor ID for Microsoft vendor-specific AV pairs is
0x137. The vendor-extensible options used by L2TP are specified in section 2.2.1.
