All DHCP Failover attributes are transported within the DHCP Failover Protocol, which is transported over the TCP protocol, as specified in [IETF-DHCPFOP-12] section 8.

All DHCP servers implementing failover protocol and operating in a secondary role MUST listen on TCP Port 647.<1>
