When processing a PING PDU, an implementation MUST examine the Callback State (section 3.2.3.1.10).  If a conversation manager callback in progress, the client MAY respond with a WORKING packet.<83> If a conversation manager callback is not in progress, then the packet SHOULD be discarded.
