MsgHeader (24 bytes): This field MUST contain a MESSAGE_PACKET structure:
The dwUserMsgType field MUST be 0x00004901.
The dwcbVarLenData field MUST be 16.
guidTx (16 bytes): This field MUST contain a GUID that specifies the transaction identifier.
