Create a FileDiscoveryAttempt element to NEW_SERVER element, add it to the PENDING_CALLS_TABLE element, and send the DISCOVERY-REQUEST message to the NEW_SERVER element. If (SERVERS-NEEDED > 0), set state to STATE_CHOOSE_SERVER; otherwise, set F_WAITING_FOR_DISCOVERY element to false, and set state to STATE_WAIT.
