StateTargetBid Data Object
Defines a sub geography, specifically a state or province to target, and the percentage used to adjust the base bid.

|The percent amount by which to adjust the base bid if the user is in the targeted sub geography.|
Supported values are negative ninety (-90) through positive nine hundred (900).
Note: Bid adjustments are not allowed for location exclusions. If
|Set this element to true if you want to exclude the location from targeting.|
The default value is false, and the specified location will be included in the target.
